伊尔-103飞机于1990年在莫斯科展出了模型，1994年5月17日完成首飞，但直到1997年12月4日才获得俄罗斯颁发的型号合格证，一年后获得美国联邦航空条例第23部合格证。在本地的交付使用应该始于1998年。交付量超过50架。
