洪瑞英（1903-1931），龙岩市人，出生于城关中城中街。1929年参加革命斗争，担任中街少先队队长。

洪瑞英1929年参加革命斗争，时任中街少先队队长。参加了闽西革命根据地的反“会剿”斗争、土地革命斗争和中央苏区的反“围剿”游击战争。1931年6月在龙岩县大池乡蒙冤罹难。新中国成立后，人民政府重新审理该事件后为其平反，追认洪瑞英为革命烈士。
