刘棁是西汉宗室常山宪王刘舜的长子，祖父是刘启。他的母亲是刘舜的妾。刘舜是汉景帝的第十四个儿子，被封为常山王。他是汉景帝最宠爱的小儿子，但骄纵怠惰，多有淫乱之事，屡犯法禁。刘彻元鼎三年（前114年），刘舜去世，谥号宪。刘棁的生平事迹并未有详细记载。
