宋继明 男，1958年生，中共党员，广饶县稻庄镇西水村党支部书记，助理经济师。1986年任职以来，带领群众创办股份合作制企业。

1987年成立西水第一家橡胶加工联合体。1992年组建6个公司，壮大了企业实力。1997年以资产为纽带，实行公司与公司联合，组建了“山东西水橡胶集团有限公司”。
