陈敏，男，温州市人，1961年出生。毕业于杭州大学企业管理专业，中国民主促进会温州市委员会委员，温州市第九届人大代表。温州庄吉集团公司有限公司董事长

1983年7月参加温州市工艺美术研究所工作，1987年10月任温州华联服装厂厂长，1992年4月任温州金顶针制衣有限公司总经理，1996年2月任温州庄吉集团有限公司董事长。其间，1997年获温州市人民政府颁发的最高荣誉奖——企业经营者“金鹿”奖。
