上禄县是在汉朝设置的置，属武都郡，治所在今甘肃成县西南。

西汉置

《宋书·氐胡传》:东晋太元八年(383),杨氐“求割天水市之西和县、武都之上禄为仇地郡”。后废。

隋置

隋大业三年607仓泉县置，为汉阳郡治。治所在今甘肃礼县西南西汉水东岸。唐武德初为成州治，天宝初为同谷郡治，乾元初复为成州治。宝应初没入吐蕃，废。
