东汉末年的氐王。建安二十年（215）三月，曹操西征张鲁，将入氐，氐人塞道，张郃等攻破之。四月，窦茂众万余人，恃险抗拒曹操的军队。五月，曹操攻屠之，斩杀窦茂。
