史怡公（1899年4月-），字海涛，河北安国人，擅长中国画，长期从事山水花卉创作和绘画理论研究。1949年后，在中国美协民族美术研究所工作，研究中国肖像发展史。

1949年后，在中国美协民族美术研究所工作，研究中国肖像发展史。中国美术家协会会员。1961年任吉林艺术专科学校美术系主任。著有《古代肖像画的造型法则》、《大器晚成》，作品有《长白山林海》等。
