清朝官员范学恒，祖籍中国直隶。范学恒於1841年（爱新觉罗·旻宁21年）接替刘继祖，於台湾担任台湾府淡水抚民同知。

范学恒，中国清朝官员，本籍中国直隶。范学恒於1841年（道光21年）接替刘继祖，於台湾担任台湾府淡水抚民同知。台湾府淡水抚民同知又称淡水同知，为台湾清治时期的重要地方官员，官职品等为正五品，专司负责北台湾内政，为驻守於淡水厅的地方父母官。因为当时淡水厅管辖区域约今基隆市至新竹县，因此实为北台湾的统治者。
