毕拱辰（？－1644年），山东承宣布政使司莱州府掖县（今山东省掖县）人，明朝政治人物、进士出身。

万历四十四年，登进士，后授盐都区知县、朝邑县知县。崇祯七年，升任户部主事、礼部祠祭司郎中。崇祯十年，改江西吉安府推官，后任淮徐兵备事、河南按察司佥事。崇祯十五年，升山西按察司佥事、分巡冀宁道。
