赵京战（1947年出生，河北安平县人），笔名苇可，空军功勋飞行员，大学本科学历、学士。1966年入伍，副师职，大校军衔。2003年6月起，担任《中华诗词》杂志社编辑部主任。

2004年1月，《中华诗词》任杂志副主编，执笔编写《中华新韵（十四韵）》。

现为中华诗词学会副会长、中国白洋淀诗书画院艺术顾问。
