平卢淄青，唐朝河南道藩镇。治所青州市(今山东益都)。领有淄、青、齐、海、登、莱、沂、密、曹、、徐、、郓、德、棣诸州。

至德元年(756年)初置青密节度使。上元二年(761年)改为淄青节度使。平卢节度使侯希逸移保青州，称为平卢淄青节度使。主要节帅有王玄志、侯希逸、李正己、李纳等。李正己、李纳为节度使时，曾与魏博镇、成德、山南东道节度使连兵叛唐，史称“四镇之乱”。
