万荣恩是清代戏曲作家，字玉卿，李鸿彬（今南京市）诸生。他擅长山水、禽虫的描绘，尤长于词曲。他所撰写的传奇有《醒石缘》和《花楼》，其中《醒石缘》至今仍有保存。
