王燎荧，重庆人，中共党员。1938年毕业于陕北公立学校。

历任陕甘宁边区关中分区抗敌后援会秘书长，延安中共中央党校学员，延安中央农村工作委员会和西北中央局第四局文教秘书，延安行政学院文工队、中原军区文工团、延安中央党校研究室、晋冀鲁豫边区人民文工团编剧，《华北文艺》、《人民文学》编辑，中国社会科学院文学研究所副研究员。1942年开始发表作品。

1995年，去世。
