西汉置，属平原郡。治所在今山东平原县东北。北魏太和中为安德郡治。隋开皇九年(589)移今山东陵县，为德州治。明洪武元年(1368)省入州。

南朝宋侨置

刘宋侨置，属平原郡。治所在今山东邹平、高青县、章丘区等县市境。北齐废。

唐置

唐置，属羁新安州。治所在今越南广宁省先安一带。后废。

辽置

辽统和八年(990)置，初隶乾县，旋改属霸州市，后为安德州治。治所在今朝阳县东南柏山上。金大定七年(1167)改名永德县。
